UW has also taken steps to weaken existing waivers for ASEs enrolled in “fee-based” programs. These programs have been developed in recent years as part of a strategy by UW to move away from state-funded degrees, and allow more flexibility in price-setting and legislative regulation. Earlier this year the University’s Office of Budget and Planning decided that this “flexibility” authorized UW to ignore our collective bargaining agreement by declaring that waivers need not be granted for individuals enrolled in fee-based programs. We have filed a grievance to remedy this situation, which we believe is another grave violation of the collective bargaining agreement.
Fortunately the University has recently shown willingness to resolve a similar grievance involving ASEs waivers. We will provide updates as they become available.
